A panel is only worth more than one opinion to the degree it was formed without hearing the other opinions.So the loops enforce it in software: every rater scores independently, nobody sees anyone else's scores before submitting, submissions lock, and only then does the reconciliation view open. It's not a suggestion in a training deck — the “uninfluenced” claim is provable because every unlock is audited.
The reason it matters is measured: separate single interviewers agree at about .44; a panel working from anchored scales at about .74. Break independence — let the scores form in the debrief — and you don't get a more reliable decision, you get a more confident one, which is worse.
